Dr. Bruce Fraser, Executive Director of AI Initiatives, Indian River State College

Bruce Fraser is the Executive Director of AI Initiatives at Indian River State College, a newly created position to prepare the college for an AI-augmented future. Previously, Dr. Fraser has served as a professor of philosophy, an academic dean, and, most recently, the Director of Indian River’s Institute for Academic Excellence. He is the CEO and founder of New Common Ground, a consultancy specializing in developing organizational culture to support AI innovation, and he serves as Co-Chair of the Florida AI Learning Consortium, also known as “FALCON.” He holds a Ph.D. in philosophy from Boston University and a B.A. in psychology from the University of California, Santa Cruz; his academic expertise spans the fields of psychology, communication, and epistemology.

This workshop introduces the 4D AI Fluency Framework—Delegation, Description, Discernment, and Diligence—as a practical foundation for helping students use AI responsibly and with genuine ownership of their learning. By structuring assignments that require clear goal setting, critical evaluation of AI output, and transparent reasoning, faculty can strengthen student agency and make coursework more relevant and engaging. Approached in this way, AI becomes a catalyst for deeper inquiry rather than a shortcut. It also offers a coherent response to longstanding pressures in higher education, including hyper-specialization, information overload, and the disconnect between academic expectations and the student experience.
